Massachusetts Individual Income Tax Provisions

States have three different ways to assess taxes to their residents based on marital status: joint, combined, or a system that incorporates both joint and combined. Massachusetts uses a joint filing system, which uses the incomes of both parties in a marriage and taxes them as a single amount. In Massachusetts, same sex marriages are recognized, so these couples are taxed the same as any other married taxpayers. By assessing taxes through a joint system, the state adheres to the federal belief that families be taxed as a single economic unit.

Massachusetts used the federal adjusted gross income as a base for taxes, though some differences apply regarding what's included in income and what can be left out.

Exemptions

Some sources of income are exempt from being added to your income as follows:

• Interest from U.S. Government bonds
• $100 in interest from state banks for single filers (married, joint filers $200)
• Military pension/retirement income
• Pension payments from a public/civil service contributory plan
• Disability income related to terrorist or military action
• Social Security benefits

Other sources of income follow the federal guidelines.

Deductions

Massachusetts does not have a standard deduction for taxpayers, however there are some specialized deductions that residents should be aware of. State deductions exist for:

• Up to $4,800 of care expenses ($9,600 for two or more individuals) for disabled dependents/spouse or a child under age 13
• $3,600 for dependents under age 12 or over age 64 (up to $7,200 for two or more dependents)
• 50% of rent up to $1,500 for single taxpayers ($3,000 for married filing joint)
• Payments toward Social security , Medicare, railroad, federal and state retirement systems up to $2,000 per person
• Tuition and higher education expenses
• Organ donation expenses
• Employee business expenses
• Self-employed health insurance expenses
